dexinwin China's Ministry of State Security disclosed new details on September 26 about methods allegedly used by foreign intelligence organizations to recruit and obtain sensitive information, including financial inducements, emotional approaches and coercion.
The ministry's latest disclosure was presented alongside the television dramaJiaofeng, orConfrontation, a contemporary national-security-themed series produced under the guidance of China's Ministry of State Security. The ministry said the purpose was to help the public better understand and guard against espionage infiltration and recruitment.
According to the ministry, financial incentives can be used gradually to establish relationships with potential targets. In one case previously made public by Chinese authorities, a Chinese aerospace researcher identified as Zhao was approached by foreign intelligence personnel while studying abroad.
The individuals initially developed contact through ordinary social activities, including meals, travel and gifts, before allegedly offering payments under the name of consulting fees. After returning to China, Zhao used his professional access to collect aerospace-related information and provide it to the foreign side. The ministry said Zhao was eventually sentenced to seven years in prison for espionage, with three additional years of deprivation of political rights.
The ministry also disclosed a case involving an emotional relationship. It said a mainland Chinese student, identified by the pseudonym “Xiaozhe,” traveled to a university in Taiwan as an exchange student, where he met a woman who presented herself as a senior student.
After Xiaozhe returned to mainland China and began working at a laboratory described by the ministry as a sensitive research facility, the woman allegedly used their romantic relationship as a pretext to request photographs of his laboratory and information about his academic work.
According to the ministry, the requests gradually expanded from general information to specific experimental data and confidential research materials. Chinese authorities later determined that the woman was allegedly affiliated with Taiwan's intelligence apparatus. Xiaozhe was subsequently held legally responsible for illegally providing state secrets to an overseas entity, according to the ministry.
The ministry also described coercion as another potential recruitment method. In cases cited by the ministry, an intelligence organization may first establish contact through financial or personal relationships and later use compromising information or other forms of pressure to force a target to cooperate.
The latest disclosure comes amid a broader series of public security warnings issued by China's Ministry of State Security. Earlier this month, the ministry described a case in which an individual allegedly entered a courier facility at night and attempted to insert a USB drive containing malware into an office computer in an effort to obtain logistics data. The attempt was reportedly discovered by an employee, who notified authorities.
The cases highlighted by the ministry illustrate how intelligence-related risks can extend beyond traditional espionage scenarios. Ordinary social relationships, financial contacts, digital information and access to sensitive workplaces can potentially become channels through which information is obtained.
The ministry's latest disclosure also emphasizes the importance of protecting sensitive research information and data, following established confidentiality procedures and remaining alert to unusual requests for information.
For the wider public, the cases serve as examples of the potential risks associated with sharing sensitive workplace information or personal data. Authorities continue to use publicly disclosed cases and security advisories to raise awareness of espionage-related risks.
