News that elevators must be installed in residential buildings of four stories or higher has attracted widespread attention. On September 18, at a press conference held by the State Council Information Office, the Ministry of Housing and Urban-Rural Development (MOHURD) provided further details on the construction of "quality housing." It announced that new standards require the installation of elevators in residential buildings with four or more stories to better address the challenges elderly residents face in navigating stairs.

This news has drawn attention because it directly impacts residents' daily lives. However, understanding this policy requires distinguishing between "newly built housing" and "existing housing," as the policy logic differs for each.
For newly built housing, national standards already set clear requirements for elevator installation. The *Code for Residential Projects* (which takes effect on May 1, 2025) stipulates that for residential buildings where the highest entrance floor is at the fourth story or above—or where the floor level of the highest entrance is more than 9 meters above the designed outdoor ground level—at least one elevator must be installed per residential unit.
This means that elevator provision will become more widespread in future residential construction. Unlike past practices where some multi-story buildings lacked elevators, the new standards place greater emphasis on residents' long-term needs. Elevators make moving between floors easier—particularly for the elderly, children, and people with limited mobility—and facilitate the transport of bulky items such as furniture and household supplies.
In addition, the *Code for Residential Projects* adjusts metrics such as story height. The minimum story height for new residential buildings is set at 3 meters, an increase over previous standards. The code also sets requirements regarding sound insulation, the clear passage width of apartment and bathroom doors, balcony railing heights, and telecommunications signal coverage.
The situation differs for older residential communities that have already been built. Retrofitting elevators in existing buildings usually proceeds in conjunction with local urban renewal and renovation policies, taking into account factors such as resident preferences, building structure, safety conditions, planning requirements, and funding sources. Current policies emphasize government guidance, voluntary participation by homeowners, local management, and safety compliance; installation cannot simply proceed just because a building has more than four stories.
Retrofitting elevators in older communities involves complex practical issues. For instance, residents on lower floors and those on upper floors have different needs regarding elevators, and there may be disparities in how costs are shared. In addition, factors such as the spacing between buildings, fire access routes, natural lighting, ventilation, and the placement of new elevator shafts require comprehensive consideration. Consequently, retrofitting elevators in existing residential buildings typically involves a multi-stage process comprising consultation, design, approval, and construction.
From the perspective of urban renewal, elevator retrofitting has emerged as a key measure for improving living conditions in older residential areas. In outlining urban renewal initiatives for the "15th Five-Year Plan" period, the Ministry of Housing and Urban-Rural Development announced plans to launch renovation projects for 115,000 aging urban residential communities and to install or upgrade 575,000 residential elevators.
These policies underscore that elevator provision is becoming a crucial element in enhancing the quality of living. For new developments, elevator installation is increasingly becoming a standard requirement; for existing housing, retrofitting is closely linked to broader urban renewal, the renovation of aging communities, and modifications to make homes more elderly-friendly.
Therefore, when residents encounter news regarding elevator retrofitting for buildings of four stories or higher, they should pay attention to the specific scope of the policies. While new residential buildings must adhere to national construction standards, retrofitting projects for existing buildings are advanced based on specific local policies and actual site conditions.
Looking at long-term trends, residential development is shifting from a focus on sheer volume to a greater emphasis on living quality. Features such as elevators, ceiling heights, sound insulation, barrier-free facilities, and smart technologies will all play vital roles in the construction of "quality homes" in the future.
